Is it possible to achieve quality lighting without considering the photometry of the pavements?

In this study, the photometry of a wide range conventional and innovative pavements used in urban interurban areas was characterised with laboratory gonioreflectometer, both new condition after 30 months natural ageing. An extreme diversity behaviour respect to light reflection has been demonstrated, over time between pavements.
